Our Community Strategic Plan Woollahra - 2032(PDF, 14MB). Our community, our place, our plan presents a long-term vision for Woollahra. The respect and enhancement of heritage complements and retains local character of our suburbs, villages and neighbourhoods.

The protection of Woollahra's heritage, including significant architecture and the natural environment is a key theme in the local planning priorities of the Woollahra Local Strategic Planning Statement.

The Strategic Planning team is currently undertaking a series of heritage studies and assessment of various properties across the Municipality.

In November 2021, Council endorsed the Heritage Gap Analysis(PDF, 4MB), which aimed to identify gaps in Schedule 5 and identify opportunities for improvement in Council’s planning instruments and heritage management policies through a proactive rather than reactive approach to heritage conservation.

Finalised Heritage studies completed by Council

Schedule 5 of the Woollahra LEP 2014 is the result of over 40 years of strategic planning work undertaken collaboratively by Council staff, heritage specialists, Councillors, volunteers and other interested parties to research, identify and protect Woollahra’s heritage. Many heritage studies have been undertaken by Council over time and many of these are available from Council by request for interested parties. A partial list of studies available on request is below.

  • 2001 Balfour Road Heritage Conservation Area Study by Noel Bell Ridley Scott & Partners
  • 2006 Contemporary Buildings Study by Clive Lucas Stapleton & Partners (now Lucas Stapleton Johnson)
  • 2023 Professor Leslie Wilkinson in Woollahra by Woollahra Council Staff

Additionally, Council’s Aboriginal Heritage Study(PDF, 12MB) and Inter-War Thematic Study(PDF, 11MB) are available for the benefit of interested members of the public and for residents, owners and developers whose property is either in an area of identified or potential Aboriginal heritage sensitivity, or contains a building dating from the Inter-War period. These studies give a broad overview of the history and significance of these kinds of heritage, and provide the basis for Council’s policies and procedures around their conservation and study.
